Which of our Presidents in recent history invested the most in Education?

I’m hanging with a college graduate who is brilliant but has special needs. 
For example, he got a full scholarships to go to IIT, later taught as part of a program funded by the Bill Gates Foundation, excellent Educator, Legally Blind, but he already had a huge debt developing on his shoulders. 
Now, he has a $500 debt every month
It was almost imperceptible at first. 
Just under 30, he was fired from his job once he was diagnosed with bipolar and hospitalized. It took them a year to do it, so I don’t know what that means. They seemed really supportive at first, but a year later, he was fired because of his Behavior. 


That sounds a lot like doing something illegal. 
Carter was the best. 
He inspired me with extremely low interest loans. I could afford College. And I wouldn’t be burdened with a debt afterwards. 
Trying to think if anyone else has invested that much in Education… It’s HOPE. PROGRESS 
Because what we have without Education, is the rise of Neo-Natzis, and my favorite, those guys who walk around with white cones on their heads, pretending to be the Pope.
